The State of Utah Department of Workforce Services Office of Child Care takes action to address alarming audit results.

Background and Objectives

To improve their payment processes (make more accurate payments, discover overpayments, and drive investigations), the State of Utah – Department of Workforce Services Office of Child Care realized the need for a Child Care Attendance Verification System (CCAVS).

The Department discovered this need as a result of a Department of Workforce Services (DWS) Internal Audit Division in 2019. This audit uncovered some alarming results. including the following: 1. Inaccurate records 2. Lack of a consistent system for tracking attendance 3. Payments for children not attending the program 4. Resistance to sharing attendance records covered by Child Care and Development Funds subsidies (CCDF).

Approach and Solution

To address ongoing inconsistencies, the Office of Child Care and Internal Auditors opted to implement Arise™ on our flexible EMPOWER platform for their Child Care Attendance Verification System (CCAVS). Specifically, they chose our mobile capabilities (for their ability to work in an online and offline mode) and our Provider Access Portal. Providers will use our Provider Access Portal to verify attendance records parents submit and enter records when required. In addition to leading the implementation, CITI is also providing Hosting Services on CITI’s Azure Cloud.

Outcomes

While this solution is new, the Department of Workforce Services Office of Child Care is expecting and tracking our system’s ability to:

  • Process payments more correctly by improving attendance tracking.
  • Eliminate overpayments by accurately capturing and sharing data on potential overpayments to providers.
  • Better manage existing potential overpayment and fraud situations by applying the comprehensive support delivered by our system.
