CITI’s expert support drives success in Michigan’s Statewide Automated Child Welfare System (MISACWIS) project

Background and Objectives

To maintain their Statewide Automated Child Welfare Information System (MISACWIS) and work towards an easily maintainable application, the Michigan Department of Health and Human Services (MDHHS) needed expert support for its SACWIS system and a seasoned partner for the adoption of industry-leading Agile methodologies. Some of the key challenges the MDHHS faced included firm timelines, inefficiencies due to broken and fragmented business processes, and resource challenges.

Their goals for this project included:

  • Modernizing and enhancing antiquated systems gaining advanced functionalities and automating workflows to support compliance with federal regulations
  • Better managing children in foster homes and more efficiently making payments to meet their daily needs
  • Becoming a more agile organization by speeding up development cycles through tools to manage E2E delivery

Approach and Solution

For their MiSACWIS project, MDHHS issued a Maintenance and Operations contract to Team CITI (CITI and Conduent) in July 2017 for a contract period of 8 years. In their project, they were also looking for support with Process upgrades, Data Conversion, and Development amongst other system enhancements.

In response, Team CITI successfully employed its experience in development, implementation, and ongoing operations. We made significant enhancements to the existing system by executing major projects for new functionalities and features while addressing data issues, fixing bugs, and performing data corrections to their legacy system. We also provided M&O support for the Michigan SACWIS application including Technical Integration of new functionality and data reporting on an existing platform, Agile coaching, and adoption. Conduent added system integration and system maintenance support, as well as Subject Matter Expertise through their Child Welfare Advisory panel, a team of Business and technical experts with decades of experience in the Child Welfare domain.

Outcomes

  • Better safety for Children in Care across 83 counties & 12 Tribes An improved case management tool for child welfare in Michigan makes it easier to monitor all cases and track case progress and services offered to clients.
  • Improved (Automated) Workflows and Payment Processes to process approximately $640 million in payments annually more efficiently - including PER and Payment to Relative Caregivers. We fully enhanced and Improved the Reconciliation workflow to improve the recovery of overpaid funds.
  • Compliance with new Federal Regulation – through automation and advanced functionality including, but not limited to Centralized Intake, Foster Care Placements, IV-E and Subsidy Eligibility, and Ongoing Case Management.
  • Increased Availability and Data Security for more than 3,700 end-users of the Michigan SACWIS system - Team CITI monitors all performance, security, and compliance.
