Background and Objectives

To realize its mission to provide services to support, promote, and provide safe, quality childcare for families in need, the Fairfax County Office for Children (OFC) implemented Arise - our Childcare Case Management System (formerly called CCMS) on our Empower HHS platform.

Before implementing our solution, Fairfax County struggled to deliver services effectively to 1.15 million residents with limited resources, increasing caseloads, and a lack of integrated case management capabilities. Missing end-to-end integrated case management capabilities, they were facing a lot of data inconsistency issues, as well as reporting and other implicit operational issues. To manage cases more efficiently and put less burden on their limited resources, they needed a modern system to streamline their business processes and workflows, and thereby enabling them to better manage their caseloads and increase user efficiency.

Approach and Solution

Working shoulder-to-shoulder with the County, we achieved an on-time/on-budget implementation following an Agile-scrum-based delivery model. Completely replacing their legacy system, our solution, Arise provided Fairfax County with an advanced end-to-end childcare case management capability on a modern and latest technology stack. As part of this transition, we performed a complete migration of approximately 16 years of entire client data.

The modules we implemented together included Case Management, Provider Management, Provider Mobile Inspection, External Interfaces, Administration, Public Provider Search, Finance and Reimbursement, and Enterprise Reporting & Analytics.

Outcomes

Arise automated the entire lifecycle of a case, including functions like document generation, waitlist management, and case redetermination.
  • Zero downtime since go-live – With CITI providing Maintenance & Operation Support, Fairfax County enjoys system availability and reliability. Their users rely on the system to be there when they most need it.
  • Improved caseworker efficiency by delivering secure enterprise operations to enable their caseworkers to conduct inspections in real-time (in offline mode) – freeing up their time to engage with the families and children involved.
